UN Security Council Endorses the US Gaza Peace Plan
A global body has approved a plan presented by Donald Trump for establishing a durable ceasefire in the Gaza Strip, encompassing the stationing of an international stabilisation force and a potential avenue to a independent Palestine.
Broad Approval with Key Abstentions
The proposal was passed by a vote of 13-0, with China and Russia declining to cast votes. America's representative Mike Waltz informed the council chamber that it mapped “a fresh direction in the area for both sides and all the residents of the area alike”.
Compromise Wording on Palestinian Statehood
Addition of references to an self-governing Palestine was the concession the United States offered for support from the Arab states, who are likely to supply peacekeepers for the global force.
“Provisional steps that we embark on today must be executed in accordance with international law and respecting Palestinian sovereignty,” Britain's representative stated.
Netanyahu's Opposition Persists
Nonetheless, on the eve of the resolution approval, PM Netanyahu reiterated his administration's firm resistance to the creation of a sovereign Palestine, casting doubt on whether the Israeli government will permit the enactment of the Council-backed plan.
Key Provisions of the Proposal
- Immediate lifting of existing limitations on relief supplies into Gaza
- Formation of an international stabilisation force
- Steps toward restoration and a potential “pathway to Palestinian self-determination and statehood”
Unclear Phrasing and Stipulations
The reference to sovereignty was a balanced insertion to an initial US draft which omitted it. But the language is vague and conditional, stating only that once the Palestinian Authority has undergone changes and the rebuilding of Gaza is progressing, “the circumstances may ultimately be in place for a realistic route to Palestinian sovereignty and nationhood.”
International Response
The language did not meet of the definite pledge to the creation of a independent Palestinian entity beside Israel requested by Muslim nations, as well as European delegates, but in speeches to the council after the vote, envoys from those nations said they were prepared to accept the compromise in the service of prolonging the current truce and prompt actions to assist and secure the over two million Palestinians in Gaza.
“We has finally decided to vote in favour of this text, a measure that we approve its main goal, namely the continuation of the ceasefire and the creation of situations enabling the Palestinian people to exercise their immeasurable rights to sovereignty and statehood,” Amar Bendjama stated.
Practical Difficulties
This measure gives overall oversight authority to a “stabilisation committee” led by Trump, but of undefined composition. The board has to update the UN but it is not obligated by the desires of the United Nations or by the PA.
It also calls for the establishment of a Palestinian technocratic committee that is tasked with overseeing daily administration of the territory and the distribution of aid, but it is quite ambiguous who would participate.
Peacekeeping Unit Authority
The mandate of the global force gives it authority to disarm and dismantle fighting factions in the strip, but it is quite ambiguous that potential participating nations would consent to engage such groups. None of the states has yet committed itself to sending peacekeepers.
Additionally the criteria for changes to the PA, the prerequisite towards moves to a sovereign Palestinian, have been vague.
EU representatives said they viewed it as pressing that the members of the expert panel to provide utilities was agreed as without delay.
